Finance Ministry gets new Revenue, Expenditure & Economic Affairs Secretaries as govt shuffles portfolios across ministries

Current Expenditure Secretary Manoj Govil has been moved to Cabinet Secretariat as Secretary Coordination , while Additional Secretary in the Department of Revenue Vivek Aggarwal moves to Culture as the new Secretary. The ACC has also approved the appointment of Moses Chalai, Secretary, Inter State Council Secretariat, Ministry of Home Affairs as the new DPE Secretary in the Finance Ministry. So far, the DIPAM Secretary Arunish Chawla held additional charge of both Culture and DPE.

Senior bureaucrat Arvind Shrivastava, a 1994-batch IAS officer from the Karnataka cadre, has been appointed Secretary of the Department of Revenue in the Ministry of Finance, the government announced on Friday, as part of a broader reshuffle of key administrative roles.

Shrivastava, previously serving as Additional Secretary in the Prime Minister’s Office (PMO), brings extensive experience in finance and economic policy to his new role. His tenure in the PMO included overseeing portfolios such as finance, corporate affairs, and NITI Aayog.

The appointment comes alongside other significant changes in the Finance Ministry team , with new secretaries named for, Economic Affairs and Expenditure.

Anuradha Thakur, IAS (HP:94), Additional Secretary, Ministry of Corporate Affairs has been appointed as Officer on Special Duty, Department of Economic Affairs. She will take over as Secretary after current DEA Secy Ajay Seth, IAS (KN:87) superannuates on 30.06.2025. While the current Aviation Secretary Vumlunmang Vualnam, AS (MN:92) will take charge as the new Expenditure Secretary.

The government also announced the elevation of Rajesh Agarwal, IAS (MN:94), Additional Secretary, Ministry of Commerce & lndustry as Special Secretary, Department of Commerce. Agarwal will take over as Commerce Secretary from Sunil Barthwal, IAS (BH:89) upon his superannuation on 30.09.2025.

In the meanwhile, Samir Kumar Sinha, DG Acquisitions in Defence Monistry (1994, Assam-Meghalaya) will take charge as Secretary, Civil Aviation, while Pallavi Jain Govil , DG Hydrocarbons (1994, Madhya Pradesh) has been named Secretary of the Department of Youth Affairs. Current DGFT Santosh Kumar Sarangi (1994, Odisha) will lead the Ministry of New and Renewable Energy.

The reshuffle also includes new appointments in the Ministries of Labour and Employment , Tourism and other departments, reflecting the government’s focus on aligning bureaucratic expertise with its economic and developmental goals. The changes are effective immediately, according to the Ministry of Personnel.
